On June 23 and 24, Dominion Virginia Power conducted a two-day drill in preparation for the 2010 hurricane season. The System Storm Center at One James River Plaza in Richmond simulated the arrival of Hurricane Jessica on June 24. Using Hurricane Isabel's storm track as a model, Dominion weather forecasters set Jessica on a collision course with the North Carolina coast.
Day one of the drill saw Jessica tracking northwest across Dominion's service territory, interrupting electric service for about 1.3 million customers. Day two, however, was all about testing the people, processes and technology used for Dominion's comprehensive emergency preparedness plan. The same processes and modes of communication were put into motion that would typically be used during an event of this magnitude.
Attracting significant attention was the Mobile Command Center, Dominion Virginia Power's mobile office in emergency situations. Employees, the Virginia State Corporation Commission, and many media outlets toured the unit. Used for mutual aid deployment, storm response, and local office business resumption, the command center has satellite uplink capability, allowing response teams to connect to the company's computer network and telephone system from anywhere in the United States.
