The fuel cost portion of Dominion Virginia Power's rates was reduced on Oct. 1, the second decline in fuel costs this year.
Combined with a reduction implemented July 1, fuel costs were lowered by $5.83 a month for a typical residential customer who uses 1,000 kilowatt-hours of electricity a month.
The reductions offset nearly all of the impact of an interim base-rate increase and transmission rate adjustment that took effect Sept. 1.
The company's first base-rate increase in nearly 17 years and the transmission rate adjustment increased the bill for a typical residential customer by about $6.33.
