The In-Home Plumbing Repair Program (“Program”), offered by Dominion Products and Services, Inc., (“Dominion”), covers the repair of residential water and drain pipes (“piping systems”) located inside the home, that have failed due to normal wear and tear. Coverage is available for individually metered single-family residential structures including townhouses or duplexes ("Home”).
- Eligibility of coverage is dependent upon the piping systems being in good working order and free of leaks or clogs prior to enrolling into the Program. Coverage for the Program is limited to inside potable water piping and sanitary drain lines located within the dwelling, including crawlspace and/or basement, up to the point of entry/exit from each appliance/plumbing fixture and does not include lines located under concrete slabs except for unclogging services that can be performed from inside the dwelling and do not require removal of the slab.
- The Program does not cover defects or failures of manufactured goods, plumbing not complying with applicable plumbing codes, obsolete or unavailable materials, repair of damage or correction of defects caused by abuse, neglect, failure to properly maintain, or negligent use of the plumbing and/or piping system. The Program does not cover damages from causes such as freezing, fire, flood, smoke, tampering, acts of God, leakage or bursting, pests or other forms of misuse.
- Coverage under the Program starts after first payment is received and enrollment in the Program exceeds 30 days. Coverage continues thereafter so long as the customer makes timely payments. Customer payments prepay coverage under the Program. Coverage is suspended at the end of the prepaid period in cases of nonpayment. Your account must be in good standing (current) to receive repair service under the Program.
- Specific exclusions related to the in-home drain lines include, but are not limited to fixtures, commodes & commode internals, pre-existing piping problems, pipes leaving the primary dwelling, French drains or pipes that involve the removal of rain water or gray water, replacement or repairs of filters, pumps, ionizers, purifiers, humidifiers, reverse osmosis systems, tubs, sinks, tub or sink stoppers, appliances, expansion tanks, code upgrades, faucets, non-rigid piping or hoses, commercial owned pipes, restoration of any kind, fresh air stacks or pipes that do not physically move waste, installation of customer provided fixtures or parts.
- Specific exclusions related to the in-home water piping system include, but are not limited to, fixtures, frost proof faucets, water heaters, toilets, sinks, garbage disposals, lavatories, pressure reducing valves, fans, tanks, air conditioners, pumps or related piping. Other services not covered include, but are not limited to, repairs due to restricted lines, water pressure in excess of 80 psi or water loss due to leakage or bursting. A customer who seeks bill adjustment for water loss should contact the customer’s water supplier. The water supplier will follow its standard procedure and protocol for any adjustments.
- The determination that a repair is not covered for any of these reasons will be made solely by Dominion. Coverage under the Program will remain in force until terminated by either Dominion, or the customer. The customer may cancel participation at any time.
- Dominion shall have the right to modify the Program, from time to time, and will provide thirty (30) days written notice of material changes. Dominion shall also have the right to terminate the Program on ninety (90) days written notice.
- Dominion reserves the right to contract work to designated contractors. Coverage is limited to $1,500 per enrollment year.
- Approved contractors must have safe access to, and safe working conditions at and around work area. Dominion shall not be responsible for any waste/sewage removal or cleaning services necessary to provide safe access or to complete the repair service. Dominion disclaims responsibility for payment for work done by anyone other than a Dominion approved In-Home Plumbing Repair Program contractor. In order for you to be eligible to receive coverage for a claim under the Program, you are required to notify Dominion of the claim condition before any remedial work is attempted, either by you or any third party.
- If any repair requires the structural alteration to walls, floors, fixtures, and similar items, such work will only be done with your authorization and you will be responsible for repairing such alterations. You agree that all such costs will be quoted to you by a Dominion approved contractor, and you are solely responsible for payment in full at the time the service is rendered.
- By signing the enclosed reply form, the customer: (a.) Represents that to the best of his/her knowledge, the piping systems are free from any pre-existing problems or malfunctions. (b.) Authorizes the utility to provide Dominion with any information about this account.
- Dominion makes final judgment and reserves the right to establish coverage eligibility and/or inspect the piping systems to determine coverage eligibility within sixty (60) days of enrollment.
- Customer charges for the Program will appear on your monthly utility bill. If utility billing is not possible, payments can be pre-paid.
- Premium Plumbing Option: For customers enrolled in Premium Plumbing, in addition to covered items above, the repair or replacement of standard commode internals and the repair or replacement of standard faucet internals to stop drips or leaks is included. It does not cover the replacement of toliets or faucets, nor the replacement of faucet handles, spigots, shower heads or other attachments. Additional Program charges apply.
